Comprehensive Plan

Perhaps the most important planning document for communities in the State of Oregon is its comprehensive plan.  A good comprehensive plan can help a community to know where it is, where it wants to go, and how to get there.  The following are the individual elements of the Phoenix Comprehensive Plan.  Since its establishment in 1984, several components of the plan have been updated to address economic development, the transportation system, natural resources, and, most recently, housing.

What is the Comprehensive Plan?

The Comprehensive Plan is a planning document that directs all activities related to land use and the future of natural and man-made systems and services in Phoenix. The plan helps manage expected population and employment growth through a set of goals, policies, and implementation measures that align with the community’s vision. City leaders use the Comprehensive Plan to coordinate public investments and to make decisions about new development, existing neighborhoods, transportation, and a variety of other topics.

Phoenix's Comprehensive Plan is organized around fifteen core elements that cover broad, long-range planning subjects. Each element includes goals, policies and implementation steps consistent with community priorities as well as Oregon’s Statewide Planning Goals. Each element opens with a statement articulating role that the element plays in the function of our community and provides context and information about the City’s policy strategy going forward.


How to Use the Comprehensive Plan

Since the Comprehensive Plan directs decisions shaping the form and function of Phoenix, the city developed a tool that would be useful to the community as well as city staff, Planning Commission and City Council. Phoenix's Comprehensive Plan is organized in a way that focuses on ease and efficiency of use in land use planning practice.  The Comprehensive Plan presents information in a way that is clear and concise and provides definitions when necessary. The Comprehensive Plan is designed to be a living document that is updated every 5 to 10 years or sooner as the city continues to expand.

We encourage community members to use the Plan to:

  • Support or advocate for specific programs in the City’s work plan;
  • Identify opportunities to collaborate for more effective efforts around policy initiatives;
  • Review and comment on proposed land use projects, infrastructure improvements, and public service provisions;
  • Learn about what specific land use designations are used for.
