2024 Park Master Plan Update
These are exciting times for Phoenix! The City is preparing an update to its Parks Master Plan, which will assess community needs for parks and outdoor recreation, identify implementation strategies, and offer a variety of opportunities for community involvement.
This 2024 updated plan builds on the vision and success of the 2016 plan. The update designs a road map for the next 10 years of park development, programming and maintenance to create a modern park system based on sufficient funding and with amenities that our residents want to see included. The update will also help to plan for parks in some of the new incorporated areas of Phoenix.

What is the Master Plan?
The Master Plan reflects the city's vision of a vibrant community that responds to the needs and desires of its residents and visitors for fun, healthy, exciting, and diverse activities.
The purpose of the plan is to look at where we are now, what the anticipated needs are for the future, and how we can improve and upgrade our existing facilities and programs to effectively serve residents and visitors in years to come.
Master Plan Update
The City of Phoenix is undertaking a comprehensive process that will guide the development of the parks and recreation system over the next 10 years.
Residents, visitors, and stakeholders will have an opportunity to provide input throughout the process at the strategic milestones.
Community Engagement
Community input is the cornerstone of the Master Plan process. Community engagement involves taking a strategic approach to establish a community-based stakeholders group and to build relationships, develop communications, and manage interactions in order to better understand the community's needs.
Public Open Houses
The Phoenix Community Development Department will host open house events (drop-in style open houses) where attendees can provide their input concerning the need for facilities, amenities, programs, and services and how the City of Phoenix should prioritize its investments in recreational offerings.
Community-Wide Survey
Community members will soon have the opportunity to provide comprehensive feedback via a short online survey (available in print by request). The questionnaire will provide critical information in determining community values, satisfaction levels, needs, priorities, and demographics. Survey responses will guide priorities and recommendations in the master plan.
Stakeholder/Focus Groups
The project team will engage with stakeholder groups to evaluate the parks and recreation services across various user segments. Stakeholder group participants will be invited to weigh in on the extent to which Phoenix parks and recreation facilities, programs, and services meet their unique needs.
